Potential fixes:

- Edit your RavenShield.ini file in the System folder of your game.

Fiddle with these / change it to True:

UseVSync=False
UseTripleBuffering=False
ReduceMouseLag=False
MinDesiredFrameRate=50.000000

Add: 

MaxDesiredFrameRate=80.000000

- Right click Ravenshield.exe and try running it in Adminstrator mode.
- Try running it in Windows XP SP3 Compatibility mode.

Common: Set process properties of process Ravenshield.exe
the Affinity Priority in Windows Task Manager to CPU 0 (or CPU 1) only and uncheck the others.


Other:

Install the DirectX thats from inside the game folder.
